The recent wave of licensing activity and regulatory shifts, such as the UK leadership change, has created specific talent gaps in compliance, licensing, and senior regulatory roles that hiring teams need to anticipate for strategic planning.

4. The UAE clears the legal runway for a regulated iGaming market
Federal Decree-Law No. 25/2025 removes Articles 1012–1021 from the UAE civil code as of June 1, 2026, eliminating the legal ambiguity that previously surrounded gaming contracts (Trix20). On one side, sub-scale Maltese operators are restructuring or winding down — releasing operations, finance, and compliance professionals into the market. On the other hand, Limassol’s growing employer base needs HR managers, office leads, and legal counsel to support the relocation of teams. Bilingual recruiters with networks in both Malta and Cyprus are best positioned to work this lane.
7. Flutter Brazil restructures leadership — expect a downstream hiring wave in LatAm
Flutter Brazil promoted Eduardo Monte to CEO and elevated João Studart to Executive Chairman, with Marcelo de Ciccio joining as Head of Paid Search, App, SEO, and Referral (Gambling News; iGaming Today). The signal: Brazil is now a tier-one priority for Flutter.
Why it matters for hiring teams: Performance marketing, paid acquisition, and SEO specialists with Portuguese fluency are about to become the most contested profiles in LatAm iGaming. Expect competitor operators — Betano, Superbet, Bet365 BR — to mount counter-offers within 2–3 months. Building a pipeline in Brazil now is far cheaper than buying one in Q3.
The bigger picture
Three forces are running in parallel: B2B consolidation is freeing up senior talent, new licensed markets (UAE, Brazil, Alberta) are creating compliance and country-led demand, and UK turbulence is concentrating regulatory hiring. The teams that will win Q2 are the ones already mapping candidates against where the market is heading — not where it was last quarter.
