A weekly read on hiring, licenses, and executive moves shaping the iGaming labor market — and what each signal means for talent leaders.

This week’s signals split cleanly into two forces. First, regulators are reaching further down the supply chain: Cyprus is drafting direct oversight of B2B suppliers for the first time, and the Philippines’ PAGCOR just bought its suppliers extra runway on a make-or-break accreditation deadline — both will translate into compliance and licensing hiring in the coming quarter. Second, the leadership bench at B2B suppliers and infrastructure providers is turning over fast, from a 28-year founder handing off the CEO seat at Continent 8 to a string of commercial and operational hires at smaller platform and content providers. Meanwhile, at least one major operator — Superbet’s parent Super Technologies — chose to promote from within rather than hire externally for one of its most complex markets. Taken together, it’s a week that says more about where the supply side of the industry is investing than about headcount growth or contraction at the operator level.

1. Continent 8 Technologies appoints Mike Small as CEO, founder Michael Tobin steps up to Chairman

2. PAGCOR extends B2B supplier accreditation deadline to September 30

The Philippine regulator pushed back its firm accreditation deadline for B2B suppliers to licensed online Gaming System Administrators — from July 31 to September 30 — after many applicants reported delays obtaining documents from government agencies. Game developers, aggregators, payment providers, marketing companies, KYC providers, and testing labs serving the Philippines market now have an eight-week window to complete probity checks, technical testing, and documentation — expect a scramble to staff up compliance, legal, and regulatory-affairs functions across Manila-facing B2B suppliers before the deadline, with risk of a second wave of urgent hiring if firms cut it close.

3. Cyprus’s National Betting Authority moves to bring B2B suppliers under direct licensing for the first time

Why it matters: New B2B licensing regimes almost always precede a hiring wave in compliance, legal, and local-entity management as suppliers who previously operated informally in-market now need licensed local presence. 4. Super Technologies (Superbet) promotes Andrei Popa to General Manager, Romania

Why it matters: An internal promotion for the top local role in a market this size is a retention signal worth noting — Superbet chose continuity over an external senior hire, which tightens the available senior bench of Romanian iGaming leadership talent for competitors trying to poach at VP/GM level. Recruiters sourcing country-lead roles in CEE should expect Superbet’s VP layer to be harder to reach for the near term, and should watch who eventually backfills Popa’s vacated Online/Commercial VP seats.

5. ThrillTech names Amy Santos as COO ahead of its Greek market launch

ThrillTech appointed Amy Santos — previously at Pragmatic Solutions, William Hill, and Rank Group — as Chief Operating Officer effective August 3, days after the company secured its Hellenic Gaming Commission licence for a Greek rollout. NEXT.io

Why it matters: The timing — an ops leadership hire landing within days of a new market licence — is a pattern recruiters should recognize and plan around: fast-scaling licensed operators need operational leadership in place before, not after, launch. 6. Cubeia appoints Christian Karlsson as Chief Revenue Officer

Why it matters: A commercial leadership hire pulled from payments/identity-verification rather than a traditional iGaming operator background signals that suppliers serving compliance-heavy niches (crypto casino, in this case) are increasingly recruiting cross-sector from fintech and regtech. Recruiters building CRO/commercial shortlists for compliance-sensitive B2B suppliers should widen the net beyond pure-play iGaming candidates.

7. BetGames appoints Inesa Glazaitė as Head of Commercial

The live-content supplier named Glazaitė — previously at iGaming Platform, and before that in senior B2B sales/commercial roles at Soft2Bet and Delasport — to lead commercial growth strategy, effective around August 5. Hipther

Why it matters: This is the third move in as many years for a commercial leader circulating among a fairly tight cluster of mid-size B2B content and platform suppliers (Soft2Bet → Delasport → iGaming Platform → BetGames). For recruiters, it’s a reminder that senior commercial talent at this tier of supplier tends to move laterally within a well-networked community rather than arrive from operators — sourcing strategy for similar roles should prioritize mapping that specific talent pool over broader market searches.

The common thread

This week’s signals point less to a market growing or shrinking and more to a market re-organizing around compliance. Regulators in two different regions (Cyprus, the Philippines) are extending oversight deeper into the B2B supply chain, and the suppliers on the receiving end of that pressure are simultaneously building out the commercial and operational leadership needed to operate at scale in regulated markets — while at least one major operator opted to promote proven internal talent rather than compete for external hires.
