iGaming Talent Pulse — Week 40: Flutter’s twin C-suite handover, Entain and Flutter absorb Brazil’s ban, SoftSwiss and Ukraine’s market keep hiring open

A weekly read on hiring, licenses, and executive moves shaping the iGaming labor market — and what each signal means for talent leaders.

Brazil’s abrupt online-betting ban is the story underneath this week’s biggest moves — it’s hitting Flutter’s and Entain’s financial guidance at the exact moment Flutter is handing over its CEO chair, and it’s likely to keep reshaping leadership benches at the top of the market for months to come. One layer down, hiring looks more orderly: SoftSwiss is still recruiting across four hubs and Ukraine’s broader iGaming job market held its volume steady. But PIN-UP Global’s sudden disappearance from its usual hiring channel is a reminder that even well-established CIS/Eastern Europe brands aren’t fully insulated from the caution now spreading outward from the majors. The result is a market moving at two speeds this week — fast and disruptive at the top, steadier but not risk-free everywhere else.

1. Flutter completes a double C-suite handover as Dan Taylor becomes Group CEO and a new interim legal chief steps in

Dan Taylor succeeded Peter Jackson as Flutter’s Group CEO effective October 1, 2026, joining the Board the same day, while Jackson stays on as an advisor through year-end (Flutter Board announces CEO transition). Separately, Chief Legal Officer Don Liu notified the Board of his resignation effective September 30, 2026, with Group Company Secretary Edward Traynor named interim Chief Legal Officer from October 1 (Flutter Entertainment announces interim Chief Legal Officer appointment).

Why it matters: Two C-suite changes landing in the same 48 hours is a lot of discontinuity for one organization to absorb at once. New CEOs typically reshuffle their direct-report layer within six to nine months, so recruiters should expect movement in Flutter’s commercial and international leadership bench through Q1 2027 — and the “interim” tag on the legal chief role means a genuine General Counsel search is likely still to come, a rare director-level legal mandate worth tracking early.

2. Flutter halts all Brazil operations, flagging a $70m revenue and $20m EBITDA hit

Flutter ceased sports betting and iGaming operations in Brazil on September 28, 2026, in compliance with the government’s provisional online-betting ban, warning that a prolonged closure could cut 2026 revenue by approximately $70 million and adjusted EBITDA by $20 million (Response to Brazil Gambling Ban).

Why it matters: Brazil had been one of Flutter’s fastest-growing markets (H1 2026 revenue of $146m), so this is a sudden stop rather than a planned drawdown. Expect a pool of displaced Brazil-market specialists — compliance, CRM, and local commercial talent — to become available over the next one to two months; some of that talent will look to redeploy into other LatAm markets if the ban becomes permanent, which gives recruiters a short window to intercept strong candidates before competitors do.

3. Entain cuts its 2026 profit outlook after the same Brazil ban, now guiding to the low end of £910m–£960m

Entain reduced its 2026 online net gaming revenue growth forecast to 4%–6% constant currency and said underlying core profit will likely land at the bottom of its previously guided £910m–£960m range, after Brazil — about 5% of online NGR — was removed from the outlook (Entain Cuts Online Revenue Outlook After Brazil Ban).

Why it matters: This is Entain’s third margin-pressure event of the year, following July’s 500-role corporate restructuring and September’s proposed 400-role customer-care consultation. A fresh profit miss raises the odds of a further cost action in Q4 or Q1; recruiters working with Entain’s customer care, LatAm commercial, or central functions should keep candidate pipelines warm for an outplacement-driven wave rather than assume September’s consultation was the last word.

4. Ex-Entain CEO Gavin Isaacs joins Gaming Laboratories International’s board as an advisor

Gavin Isaacs, who led Entain as CEO from September 2024 to February 2025 and previously ran Scientific Games, joined GLI’s Board of Directors in an advisory capacity, the appointment announced September 29, 2026 (Gavin Isaacs joins GLI board in advisory role).

Why it matters: A former operator CEO re-emerging in a testing-lab/regulatory-tech board seat within months of leaving a top-five operator shows that C-suite pedigree from Flutter- or Entain-scale organizations still commands premium advisory and NED mandates, even in a cautious market. It’s also a signal GLI is building out its leadership bench ahead of stated global expansion plans — worth watching for follow-on hiring in its compliance and testing functions.

5. SoftSwiss keeps 59 roles open across four hubs, including a Head of Security Business Partnering

SoftSwiss’ careers page lists 59 open positions spanning Malta, Poland, Georgia, and Serbia, including a director-level Head of Security Business Partnering role posted across the Georgia/Poland/Serbia hubs simultaneously (SOFTSWISS Careers).

Why it matters: While Western-facing B2C majors are cutting costs over Brazil, this B2B platform supplier is still actively scaling — and doing it outside the saturated Malta/Cyprus corridor. Recruiters sourcing platform security, delivery, and product talent should treat the Tbilisi–Warsaw–Belgrade triangle as a genuine, still-underpriced alternative hub rather than a fallback.

6. Ukraine’s iGaming job market holds at 65 active DOU.ua listings, with Playtech and Trueplay both hiring senior roles directly into Kyiv

DOU.ua, Ukraine’s leading tech job board, lists 65 active vacancies tagged to gambling as of this week, including a Fullstack Team Leader role posted directly by Playtech and a Chief Commercial Officer search at Kyiv-based loyalty-platform vendor Trueplay (DOU.ua gambling vacancies).

Why it matters: A Western major posting a team-lead engineering role straight into the Kyiv market — rather than through an outsourcing layer — and a domestic product company running a CCO search at the same time both point the same way: Ukraine’s talent pool is increasingly being tapped for leadership and senior technical ownership, not just delivery capacity. Recruiters should pitch Kyiv-based candidates for director-level mandates, not only execution roles.

7. PIN-UP Global’s DOU.ua listings drop to zero

PIN-UP Global, which has historically run one of the most visible multi-hub recruiting operations on DOU.ua — spanning Kyiv, Warsaw, Yerevan, Limassol, and Almaty — currently shows no active vacancies on the platform (PIN-UP Global vacancies on DOU.ua).

Why it matters: This is a sharp, visible drop-off from a usually prolific poster, and it runs counter to the broader Ukrainian market trend in signal 6. It may reflect a temporary channel shift rather than an actual freeze, but recruiters with open PIN-UP relationships should check in directly rather than assume business as usual — and should be ready to redirect candidates who were tracking PIN-UP roles toward other CIS-facing employers still actively hiring.

The common thread

The next few months will test how far Brazil’s ripple effects travel. If the ban holds through its 120-day congressional review, expect more guidance cuts, more displaced LatAm and compliance talent on the market, and probably another round of leadership churn at the operators most exposed to it — recruiters who build those candidate pipelines now, before the next wave of announcements lands, will have the strongest shortlist ready when it does. The quieter signals this week deserve just as much attention: SoftSwiss’s continued multi-hub hiring, Ukraine’s steady vacancy base, and PIN-UP’s sudden pause are the kind of early tells that show where hiring is about to pick up, or stall, well before it becomes a headline. Catching those tells early, for clients on both sides of this market, is the work we do every week.
