iGaming Talent Pulse — Week 37: UKGC ends 20-month chair search, Evolution’s compliance dossier surfaces, VBET and BetBoom keep hiring, Cosmolot resumes Ukraine ops

A weekly read on hiring, licenses, and executive moves shaping the iGaming labor market — and what each signal means for talent leaders.

This week’s signals split along a clear line: Western-facing governance is tightening while CIS-rooted operators keep expanding through regulatory turbulence rather than despite it. The UK Gambling Commission finally filled its top seat after a 20-month gap, Evolution absorbed a detailed compliance dossier commissioned amid its Playtech dispute, and Allwyn pulled another Playtech veteran into a responsible-gaming leadership role — all pointing to sustained demand for compliance and governance talent around the major Western licensors. Meanwhile VBET and BetBoom both posted double-digit vacancy counts including director-level marketing and product roles, and Cosmolot fought its way back to full operating status in Ukraine after a licence dispute — signs that CIS-facing hiring pipelines remain active even where regulatory friction is highest. For recruiters, the read is: source compliance/responsible-gaming specialists for the Western majors, and keep CIS marketing/product pipelines warm for operators using this window to rebuild.

1. UK Gambling Commission appoints Ruth Evans as permanent Chair, ending a 20-month vacancy

The Commission named Ruth Evans as its new Chair for a five-year term starting 30 September, closing the gap left by Marcus Boyle’s January 2025 departure and Charles Counsell’s interim stewardship. GOV.UK

Why it matters: A stabilized, permanently-led UKGC typically means a firmer and more predictable enforcement cadence, which pushes UK-facing operators (Flutter, Entain, Betway, Kindred) to shore up compliance and legal headcount ahead of scrutiny rather than after it. CIS-facing platforms eyeing UK market entry should treat this as a signal that governance bar-setting is about to firm up, not loosen — worth flagging to clients weighing a UK licence application.

2. Evolution’s compliance failures detailed in a 63-page Spectrum Gaming dossier, with 1,124 flagged crypto-wager instances

A Spectrum Gaming Group report, made public amid Evolution’s litigation with Playtech, found Evolution’s games accessible in four prohibited markets (UAE, Singapore, Hong Kong, Saudi Arabia) and identified roughly 1,124 instances of cryptocurrency wagering — about 11.5% of sampled sessions — flowing through unauthorized operators. iGaming Business

Why it matters: This is exactly the kind of dossier that forces a live-casino supplier to staff up AML, KYC and third-party due-diligence functions fast — both at Evolution directly and at the aggregators and operators named alongside it. Expect a near-term bump in compliance-officer and market-access-vetting vacancies across the live dealer supply chain; candidates with cross-border licensing experience will be in high demand.

3. Allwyn appoints Francesco Rodano, a near-decade Playtech veteran, as Group Head of Responsible Gaming

Allwyn hired Rodano — previously Playtech’s Chief Sustainable Gambling Officer and, before that, its Chief Policy Officer for close to ten years — to lead responsible-gaming strategy group-wide. iGaming Business

Why it matters: Playtech continues to be the single biggest feeder of senior responsible-gaming and policy talent into the rest of the industry. Recruiters building a shortlist for ESG/player-protection leadership roles should treat Playtech alumni as a default sourcing pool, and watch for further departures as Playtech’s own compliance function absorbs the fallout from the Evolution dossier above.

4. VBET Group lists 23 open roles, including a Chief Marketing Officer for a new iGaming B2B agency launch

VBET’s live careers page shows 23 open positions spanning Armenia, Sweden and Denmark, including a director-level Chief Marketing Officer tied explicitly to launching a new B2B agency arm, plus a Head of Product role. VBET Group Careers

Why it matters: A CIS-rooted operator building out a dedicated B2B marketing agency and hiring senior product leadership for the Nordics signals a genuine push beyond its home markets, not just backfill. This is a live signal to start building a bilingual (Armenian/Russian-English) marketing and product bench now, ahead of the CMO hire landing and likely triggering a second wave of mid-level agency hires.

5. BetBoom shows 180 open vacancies group-wide, 82 of them in Moscow, including a Director of Marketing & PR

BetBoom’s employer page on hh.ru lists 180 active vacancies, with 82 based in Moscow spanning a Director-level Marketing & PR role down to entry-level support and administrator positions. hh.ru — BetBoom

Why it matters: At this volume, BetBoom is running one of the largest active recruitment drives among Russian-market operators right now, competing directly with Winline and Fonbet for the same talent pool. Recruiters serving CIS-facing clients should benchmark comp packages against BetBoom’s open director-level marketing role specifically, since it sets a visible market rate for senior CIS marketing hires this quarter.

6. Cosmolot resumes full operations in Ukraine after its licence dispute is resolved in court

Cosmolot announced it has “fully restored operational activity” in Ukraine, after PlayCity revoked its five-year licence (granted in January 2026) in April 2026 and a court subsequently suspended that revocation pending trial; the operator had separately settled roughly UAH 180 million in back tax in August 2025. Informator Nikopol

Why it matters: A Ukrainian operator clawing its way back from a licence revocation to full operating status is a strong bellwether for hiring resumption — compliance, legal and operations roles typically get restaffed first once a company is cleared to trade again. Worth tracking Cosmolot’s careers page over the next few weeks as an early signal of renewed Kyiv-based iGaming hiring.

The common thread

This week’s signals show two labor markets moving on parallel tracks: Western-licensed majors (UKGC, Evolution, Playtech, Allwyn) are all tightening governance and restaffing compliance functions in response to scrutiny, while CIS-rooted operators (VBET, BetBoom, Cosmolot) are hiring and rebuilding through regulatory friction rather than pausing for it. For talent leaders, that means running two sourcing strategies at once — a compliance/responsible-gaming pipeline feeding off Playtech and UKGC-adjacent talent for the Western majors, and a marketing/product pipeline built around bilingual CIS candidates for operators like VBET and BetBoom who are hiring at director level right now. IDN Recruitment tracks both of these pools weekly and can help talent teams move quickly on whichever side of this split their next hire sits.
